I found this video tutorial on how to optimize your Sandstorm game. Since i already followed other guides specially on the nvidia settings which i already had i just only replace the engine.ini file with the one i downloaded from the video description which i will leave you the file as an attachment.

I really didn't replace any other file but i did the changes on steam, i also didn't use the launch option that says NOTEXTURESTREAMING since that option is for high end video cards.

INI Edits to Fix Hitching/Stuttering WITHOUT Reducing Quality (Updated for v1.1.3)

These tweaks don't always fully eliminate the microstutters, but they pretty much get rid of the big hitches and make things smoother overall.

First things first: navigate to your Sandstorm INI files and DELETE all them, then relaunch Sandstorm and redo your audio and video settings in order to recreate the INI files fresh. You can then quit Sandstorm and navigate back to the folder to do the editing.

The INI files are located here in Windows (you should back them up now, in case you want to just drag them back and go back to your previous settings): "%LOCALAPPDATA%\Insurgency\Saved\Config\WindowsClient".

Remember to delete them in case you are having issues or not noticing any changes in your game after any hotfix or major game update.
